ZTL and Tourist Bus Pass: Complete Guide to Fees, Zones and Authorization Procedures
The Municipality of Palermo has established the Central ZTL with the aim of reducing air and noise pollution in the city centre. The ZTL extends from Piazza Giulio Cesare to Via Cavour and from Porta Nuova to Porta Felice. The technical and economic management of the ZTL is entrusted to AMAT Palermo S.p.A., an in-house company of the Municipality of Palermo.
Tourist buses wishing to access the Central ZTL must mandatorily hold a paid pass (daily, monthly, six-monthly or annual), to be activated before entering the ZTL.

ℹ️ The number of entries is unlimited for each period. All costs are exclusive of fixed administrative fees.
ZTL Operating Hours
Daytime ZTL: active Monday to Friday, from 08:00 to 20:00. Not active on Saturdays, Sundays and public holidays.
Night-time ZTL:
- Period 1 May – 31 October: Friday 08:00–24:00 / Saturday 00:00–06:00 and 20:00–24:00 / Sunday 00:00–06:00
- Period 1 November – 30 April: Friday 23:00–24:00 / Saturday 00:00–06:00 and 23:00–24:00 / Sunday 00:00–06:00
⚠️ The ZTL may be temporarily suspended during public holidays or special events (e.g. Festino di Santa Rosalia, Easter celebrations). Always check the AMAT or Municipality portal before each visit.
How to Apply for and Activate the Pass
Daily pass – must be activated before entering the ZTL:
- Online on the Municipality's official portal (with SPID or CIE): ztl.comune.palermo.it
- PalerMobilità app (Google Play and App Store) – ZTL section
- SMS to 339.9942927, sending:
ZTL [space] licence plate [space] unique secret code - At AMAT offices and authorised sales points
Monthly, six-monthly, annual pass:
- Online via the Municipality's portal (with SPID/CIE)
- At AMAT offices in Via Giusti 7/B and Stazione Notarbartolo
- At ACI branches in Palermo and province in agreement with AMAT
ℹ️ Retroactive validation of the daily pass:
- Monday to Thursday: by 24:00 on the day of transit
- Friday to Sunday (night-time ZTL): by 06:00 the following day
❓ FAQ – Frequently Asked Questions
1. Can tourist buses enter the ZTL in Palermo? Yes, but they must hold a valid pass. Without a valid pass, access is prohibited and subject to fines from € 83.00 to € 333.00 under art. 7, paragraph 14 of the Highway Code.
2. How much does the daily pass cost? € 30.00 per day, with unlimited entries on the day of validity.
3. When is the daytime ZTL active? Monday to Friday from 08:00 to 20:00. The daytime ZTL is not active on Saturdays, Sundays and public holidays.
